Coming from an RR8 Bard on the Devon Cluster...
The bard is a pretty straight forward class. It's entirely a support/interrupt class, with a side dish of heals if things are going awry or just incredibly well.

Pros:

Instant Single Target Mez
Instant AE Mez
Yellow AE Mez
169 Delve Spec Group heal
307 Delve Spec Heal
Cure Disease
Cure Poison
Cons:
Can't Melee (You're a bard, you shouldn't be melee'ing.)
No Red Crack Song (You shouldn't have need for it.)
No Red AE Mez (Worthless when fighting Det5 trains.)
No Red Instant AE Mez (Pointless to have. Refer to Det5 trains, and the mere cost of spending that many points to get it.)
Your job:
1. Land the mez, if not avoid it entirely with SoS.
1.5. De-mez group mates if necessary.
2. Play Endo.
3. Provide AE interrupts by spamming AE mez at the enemy support classes. Be sure to also use your instant AE amnesia, and single target, AS WELL AS your instant DD. They're life savers!
4. Heal if interrupts are no longer necessary.
A good bard is determined by whether or not the enemy group even got to heal. (Not counting DI heals.)
Necessary RA's:
SoS 2 (SoS1 is nice, but 2 is godmode, 3 is too expensive.)
Purge 2 (If not 3)
Aug Dex 4 (Go Go Casting Speed!)
MoC1 (Makes the demezzing and interrupting MUCH easier, but destroys your healing capabilities.)
(15 + 15 + 20 + 5 = 55 points, or 6L5 for only Purge 2.)
Suggested RA's:
Toughness 3-4 (More hits makes the bard live longer against the tank train.)
Mastery of Focus 3 (Greatly Minimizes Resists against your spells.)
